Setting precedence

I want to set up the following,

But I cant figure out how to set precedence to "conflicting IP's".

1) Create a block to block all IP's (0.0.0.0 - 255.255.255.255)
2) Create an allow list ( several diferent countries for example US)
-- this is where its "breaks" --
3) Block the spammers and other part of the subscribe option, issue is that since the US is whitelisted it ignores this list.

How can I set levels?

At the moment I don't believe it's possible, unfortunately. IPs in allow lists always take precedence. Perhaps in the next major version it could be added.
