I tried to use a torrent client - Tribler with peerblock BUT the client's process halt at "building the circuit" if the peerblock is running. And if i start tribler 1st and let it complete the process, the client will run well after peerblock started after it. BUT it then will stop functioning and won't connect till i deactivate peerblock.

Assuming that the problem is caused by Peerblock's blocking functions, you could
  1) add an allow list for Tribler
or
  2) allow the required address(es) manually in the log window
or
  3) find the block list(s) you are using that include the address(es) in question
    and either
      a) stop using the list(s)
    or
      b) edit the list(s)

If, instead, the problem is that Tribler loads its own filter-hook driver and thus conflicts with PB [not likely, as PB should throw an "unable to load packet filtering driver" in that case when it is not started first], running PB and Tribler together would probably require an OS that permits multiple applications to register a filter-hook driver - and even then you may have to ensure that PB is started last.
