Not at this point, no.  PeerBlock needs to load a driver in order to be able to filter network traffic, and to be able to load a driver it needs to be running with Administrator privileges.

For an eventual PeerBlock 2.0 release we are planning on redesigning the PeerBlock code to be able to run as a Service.  This should allow PeerBlock to be installed by someone with Administrator rights, but then afterwards should be controllable by a non-Admin user account.  This is being tracked as Issue #3, but is likely not going to happen for awhile - we'll need to gut most of the current code in order to get this to work.  Probably 6-9 months away from even a Beta Release of this new version.

Sorry we don't have any better answer for you,

Can we not just set the exe to run as administrator by going into the properties of it and setting run as administrator for all users. I have had to do this for some other applications but doing it on peer block gives the requires admin account message currently. I am just wondering whether the code to detect the user account type is not working correctly in this case and the driver would actually run fine.
