Capturing IP's of Computers running off ICS

Would it be possible to enable PeerBlock to capture and block the IP's of a computer or device that is getting it's internet from the computer running PeerBlock Through ICS?

Back when I used PeerGuardian 2 or PeerBlock on WindowsXP it would capture the ip's of devices getting internet from my PC. (When using Internet Connection Sharing) However, with the coming of Windows Vista / 7 this somehow didn't work any more.

So can you re-enable this feature to work with Windows 7?

eg. If it's even possible or not?
