ip spamming my computer

i just noticed that some communication company is repeatingly hitting my ip and my PB is blocking it. (which is good)
but when i want to allow another company through to view something, the spammer's ip is going too fast for me to allow the ip i want without allowing ips that i dont want. is there a way to 1. get a new ip b/c the ipconfig relsease/renew doesnt work for me. or 2 make the comapny stop hitting my ip
